PARVATI (Amrita Singh) a devotee of Goddess Kali, is an innocent village girl with no knowledge of the evil ways of the world.
One dark stormy night, four villaineous men from the city break into the Kali Temple to loot the valuable ancient ornaments for which the Temple is famous. Parvati tries to stop the villains, but she is no match for their brute strength. They rape her, loot the Temple and kill the Pujari who comes to Parvati's rescue.
Later, a police Inspector, who is a partner-in-crime with the four villains, arrives at the Temple and arrests Parvati for robbery of the Temple ornaments and the murder of Pujari. But Parvati manages to escape from the corrupt Inspector. She returns to the Temple and requests Goddess Kali, with tears in her eyes, to grant her 'Shakti' to destroy the four villains and to bring back the stolen Temple ornaments from them.
With the help of a Tantric Guru, Parvati receives the miraculous Shakti. But in return the Tantric Guru demands that after she completes her mission of destroying the four villains and bringing the stolen ornaments back to the Kali Temple, Parvati must give 'Bali' of her own life. Parvati agrees to this condition and sets out on her mission.
Parvati comes to the city and meets Inspector Shiv Kumar (Shatrughan Sinha) who falls in love with her. But his sense of duty forces him to arrest her in the Kali Temple murder case. However, Parvati escapes by using her Shakti. Then she hunts down the four villains and destroys them one by one.
Parvati brings the stolen ornaments back to Kali Temple, thus completing her mission. The Tantric Guru now demands her 'Bali' but he is himself killed by Goddess Kali's Shakti.
Inspector Shiv Kumar, having learned of Parvati's innocence, takes her home.
