Our hero Shanker (Jackie Shroff) is lonely, cynic and bitter. He always roams in the roads. Road is his university of life. He is known to everyone as SADAK CHAAP. Inspite of the blind lady's (Usha Nadkarni) affection, inspite of Anju's (Padmini Kolhapure) love, he leads rather aimless life with the company of his own shadow. Sometime a bottle, sometime a stray dog, he is never ambitious for his own life; but for others he is always ready to help. But why is he so complexed character? Because he knows he is the son of a murderer, who is undergoing a life sentence in jail. 

Enter the character of Dharamdas (Amrish Puri), a rogue of the first order. His fingers are deep in picks, namely Smuggling, Gambling and the latest "in" thing for the top brass criminals - Politics. In one of the election meetings, Dharamdas meets SADAK CHHAAP. Dharamdas notices that SADAK CHAAP is people's man. He also realises that SADAK CHHAAP is a dangerous man and he should be cautious. Now this Dharamdas leads a colourful life with his mistress (Huma Khan), her brother Romie (Gulshan Grover), three stooges, Jackson (Tiku Talsania) and Billa (Manrock Irani) and a niece Natasha (Richa Sharma), who is ignorant of her uncle's shady life. This Natasha develops a soft corner for SADAK CHHAAP after he saved her from some punks, who were only paid criminals of Romie. This Dharamdas comes to know through Goga (Goga Kapoor). He then tactfully presents an ambulance to SADAK CHHAAP, his plan is to exploit SADAK CHHAAP the same way as he had earlier exploited his father (Biswajeet).
