"Mera Shikaar" - the story of One Woman Army - one alone rebelling against violence, against subversiveness, against suffering. Bijli (Dimple Kapadia) is the joyous embodiment of a bubbling youthful girl from Chandanpur, she has no inhibitions, no pretentions, she is full of joie-de-vivre. Her father, Rameshwar (Satyen Kappoo) alwasy holds a grudge about not having a son, but Bijli always proves him wrong by playing her tonga from the ST stand to the village and earning the livelihood for her father and her two sisters Barkha (Shraddha Varma) and Seeta (Baby Shaheen). The village medicine man, who is respectfully addressed by one and all as Hakim Chacha (Om Shivpuri) is Bijli's guiding light in life. Hakim Chacha does various acts of kindness and humanity without charging a penny for his services and he even gets for the village school a master (Navin Nischol). The master works fort the welfare of the villages and with the help of the Mukhiya (Trilok Kapoor), awakens in the minds of the farmers the spirit of collective farming. The farmers decide not to sell their products as is the usual practice, to the Zamindar, Bhurelal (Prem Chopra), but to market them through the Government Societies.

Bhurelal does not like this and goes 8 complains wrongly against the villagers, to his friend, the ferocious dacoit Changeza (Danny Denzongpa). In the meanwhile, Bijli has gone to the city of Bombay to look for Mohan (Rajoo), Barkha's fiance, who has aspirations of achieving stardom in the film industry. In her absence, Changeza attacks the village, kills the Mukhiya and the Master and cuts of Hakim Chacha's leg. Totally unaware of all this, Bijli in the process of searching Mohan, meets Ravi (Kabir Bedi) an expert in Martial Arts. With Ravi's help Bijli manages to locate Mohan and brings the wayward boy back to the village. As she learns about the death of Mukhiya and master and about Hakim Chacha's amputed leg, Bijli flares out and beats Bhurelal. Bhurelal again goes and irks Changeza against Bijli. Now Bijli is getting Barkha and Mohan married and Changeza comes with his men and attacks. Right in front of all the villagers, Changeza kills Mohan and rapes Barkha. Helpless Bijli is tied up to Bamboos, but she shouts her anger at Changeza and berates him for humiliating a woman. Changeza laughs at Bijli's outburst as he considers he to be a mere woman, a weak species of mankind who can do nothing but shout in frustration. Bijli retorts that a woman shouts the most when she gives birth and challenges Changeza that she will give birth to his death. Changeza carries away Seeta with him and dares Bijli to come and avenge herself and rescue Seeta. Barkha ends her life and over her funeral pyre Bijli swears to take revenge. Bijli comes to the city to Ravi and making Ravi her master she trains herself in the arts of Kung-fu, Karate, she learns Samurai fighting, she also learns about guns and bombs. She becomes an expert in martial and now she returns to the village - a woman who is now a One Woman Army!

Will Bijli be able to prove to Changeza the strength of a woman? Will she be able to avenge the death of her sister? Will she rescue Seeta? Will she be able to carry out her promise and kill Changeza...? Questions - the answer is only one - "Mera Shikaar".
