This story is the story of ACP Arjun Khanna (Mithun) who feels that his conscious is above law and duty. To fight injustice and evil forces he would even stake his life and job for justice. But he is helpless to do much as the power connection with the underworld forces kicks him like a football from one transfer to another. But truth and goodness cannot be kept under dark for long Elections are declared and Gulam Kalem Azad (Kader Khan) becomes C.M. He assigns Arjun Khanna the job to eradicate the underworld force without being questioned by any authority. But truth is short lived and the C.M. is killed. Arjun is humiliated to a point of no return only to Revolt and finish the evil force once and for all and to awake the conscious of every man in the country as there is a ultimate man in all of us.
