Changez Lala (Anupam Kher) is outraged at the exposure of his crimes by Inspector Rane (Anang Desai) and publicly assaults him. None of the terrorised onlookers agree to testify except for Anjali (Juhi Chawla), a performer at Lala's nightclub. The witness is rescued from the club by valiant cops Karan (Sunny Deol) and Ali (Chanky Pandey) and placed under police protection to be produced in court. However, the protection proves inadequate as Lala's gangsters try to recapture her, but do not succeed. It is then decided that Anjali will be sent into hiding with Karan, who will bring her to court on the day of the trial. Karan and Anjali fall in love and decide to marry, oblivious to the lurking danger.

Karan calls Ali to attend the temple wedding, explaining the location. But destiny wills otherwise, Lala's men attack the lovers and Anjali is thrown off a cliff before Karan's eyes. An enraged Karan attacks Lala in court and is suspended and transferred. Three years pass, and the inspector-general asks Karan to return to the city to exterminate Lala. Karan's mission is strengthened by his determination to avenge Anjali's death. Soon after his return, he spots a girl resembling Anjali and follows her. His chase is hampered by the intervention of Changez Lala's henchman Sikander (Naseeruddin Shah). Karan is convinced that the girl he has seen is Anjali. However his meeting with Changez Lala and police evidence show otherwise. One night, Sikander comes in disguise to the police station with a note which contradicts all evidence and gives Karan and Ali a hope of finding Anjali.

While Ali follows and cons Sikander, Karna reaches an isolated estate where he meets Anjali. She narrates to him how she survived the fall and the torture she suffered at the hands of Lala, his moll Reena (Pooja Bedi) and his cronies.  It was his trusted henchman Sikander who helped her survive the ordeal. Anjali is about to leave with Karan when Sikander arrives, but he lets her go. What she does not realise is that over the years Sikander has also fallen in love with her. A furious Changez Lala attacks Sikander and calls him a traitor for setting Anjali free. A jubilant Karan arranges for the case to be re-opened and a new trial date is fixed and a frustrated Changez Lala declares war. But all of Lala's attempts at stopping them from getting to court prove futile and he is ultimately defeated.
