A streetsmart Raja (Anil Kapoor) and his friend Gafoor (Johny Lever) are the black marketeers of train tickets at Amirpur Station. One day, Raja's dreams of becoming 'raja', makes him rob Rupees twenty five lacs from the railway lockers and Raja flees to Mumbai with Gafoor. In Mumbai, Raja happens to meet Dr. Neha Kapoor (Juhi Chawla), a psychiatrist, who is treating Anupam Kher's son Bunnu (Govinda) for his various phobias. A love at first site for Dr. Neha brings Raja in direct confrontation with Bunnu, who is also in love with his doctor. Dr. Neha leaves for Ooty with her father (Saeed Jaffrey) for her uncle's (Shakti Kapoor) marriage. Both, Raja and Bunnu become uninvited guests at the marriage and try to outsmart each other to win over Dr. Neha. The love triangle takes an ugly turn when Gafoor tries to kill Bunnu. But Bunnu is saved. When he comes to know that Raja is trying to kill him, he contacts, a contract killer 'Pappu Pager' (Satish Kaushik) to bump Raja.
