Bunnu (Govinda) and Munnu were the apple of Hashmukh Rai's (Kader Khan) eyes. But their trouble shooting had driven Hashmukh Rai to exasperation. Hashmukh Rai tried his best to reform them, but failed each time because of their mother's (Dina Pathak) support and affection for the two spoiled brothers. The two brothers would sometimes go to people's house as fake would be grooms, then at times they held street performances with their monkey and seek alms from the passers by etc. All their pranks drove Hashmukh Rai to madness and as a reprimand Hashmukh Rai forced them out of the house. But each time his punishment for their misdeeds would boomerang on him and he had to take them back in the house. All this made Hashmukh Rai apologetic for having sired brats like Bunnu and Munnu. As a consequence he lost all hopes of reforming them.

And then come two pretty girls, Ritu (Ritu Shivpuri) and Priya (Rageshwari) in the lives of Bunnu and Munnu respectively. They started spending most of their times with them.

But then destiny played a cruel trick on them as Bunnu was killed by a notorious gangster Tejeshwar (Shakti Kapoor) and his men. For which Munnu was framed for the murder and sent to jail. When Hashmukh Rai got to know this he just took the whole matter lightly thinking it as another prank played on him by his good for nothing sons. While Tejeshwar's men in the same cell where Munnu is there. Hashmukh Rai's childhood friend Inspector Pyare Mohan (Sadashiv Amrapurkar) felt Munnu's life too to be unsafe there. Because some how Pyare Mohan had got wind of Tejeshwar's plot to kidnap the Chief Minister (Raj Babbar) and make one of his accomplice Sarang the Chief Minister.

So that through Sarang he would get the dreaded criminal Natwar Shah (Gulshan Grover) released out of the jail.

From here began the roller coster ride of gaiety of laughter, of romance and of unimagined tows to and turns culminating in a tussle between the law and the crime.

Did Tejeshwar succeed in his coup?

Was Natwar Shah able to flee the country?

Did the Chief Minister manage to escape from the clutches of his kidnappers?

Was Munnu reprieved of his crime?

What happened to Bunnu? Did he really die?
