Producer, director and actor, Vinod Talwar is known for films such as Teri Talash Mein (1990), Raat Ke Andhere Mein (1987) and Khooni Panja (1991). He has produced and directed several films under his banner Talwar Productions since 1983. He is known mainly for horror and action genre films. His brothers Vijay Talwar and Ramesh Talwar are also filmmakers.

He schooled at Birla High School, Delhi, and went on to attend Salwan College, Rajender Nagar, Delhi. He stepped into films as an assistant director for the film Paapi (1977), followed by Shakka (1981). 

In 1987, he directed Raat Ke Andhere Mein, a horror mystery starring Javed Khan and Deepika Chikhalia, with story and screenplay by Dharam Veer Ram and dialogues by S Tahir. Continuing in the horror genre, he directed Wohi Bhayanak Raat (1989) starring Rakesh Bedi, Leena Das and Dhanraj. The plot revolved around a teenager who begins to suspect his next door neighbour is actually a vampire. 

His directorial Sindoor Aur Bandook (1989) was an actioner with a star cast that comprised Swapna, Sadashiv Amrapurkar, Rita Bhaduri, Hemant Birje, Sumeet Saigal and Renu Arya, among others. It revolved around the themes of revenge and justice in the village against the corrupt officials and goons. 

In 1990, he directed Teri Talash Mein, a crime horror drama, featuring Amala, Krishna, Pradeepta and others. The plot revolved around a character named Akash Sandhu, who, shortly after the double homicide of his dad's business partner, Mehta, and Shilpa Mehta, returns home to Ratnapur. Here, he runs into the ghostly apparition of Shilpa. After recovering from the shock, he goes on a business trip and meets and falls in love with Shilpa's look-alike Shalini. He meets with her father, who agrees to get them married. Before he returns home, he decides to introduce Shalini to his friend, Rajesh Mehta, but she is not to be located. They approach the local police for assistance. Akash is utterly baffled when he is told that Shalini has been dead for more than 20 years.

Hatyarin, which he directed in 1991, was another horror genre film starring Deepak Parasher, Amita Nangia and Javed Khan. The same year, he also directed the horror film Khooni Panja, starring Javed Khan, Sargam and Sandhu Raj, among others. The film depicted the murder of Seema by her husband. Her hand is dismembered. This hand proceeds to capture the body of Pinky and systematically kills her entire in-law family in order to extract revenge on her husband. 

In 2003, he directed Kon? Kis Liye? – a crime drama starring Jason Croot, Ruby Dhalla and Chico Sihra. 

As a film producer, he produced the Punjabi film Ishq Nimana (1984), for which he also penned the story. It was directed by his brother Satish Talwar. He also played a character named Raju in the romance genre film on the lines of the romantic tragedies of the past. 

He also produced his directorials Raat Ke Andhere Mein and Khooni Panja. His production Phool Bane Patthar (1996), a revenge drama, was directed by Ambrish Sangal. Written by Talwar himself, it starred Mohnish Behl, Avinash Wadhawan, Kiran Kumar, Tiku Talsania andKader Khan. The plot revolved around Jaspal Choudhary, an assistant commissioner of police, who is transferred to a police station where gangster Choudhry Bhawani Singh controls the area. Corrupt police officers are involved with Bhawani. Jaspal is killed by the goons of Bhawani Singh. His only daughter, Vineeta swears to avenge the death of her father. 

As part of the costume/ wardrobe department, he worked on films such as Baazi (1984), Thikana (1987), and Qurbani Rang Layegi (1991).

Since 1997, he has been an executive producer (EP) at SK Films, Narsimha Enterprises. As production executive, films he worked on include Only You (1999), Pukar (2000) and Hamara Dil Aapke Paas Hai (2000). Some of the films he has worked on as EP include Ginny Weds Sunny (2020), and Run (2004), 

He also works as a freelance line producer for film shootings especially in North India. Some of the films he worked on as line producer included Agent Vinod (2012), Kick (2014), and Singh Is Bliing (2015). 

He is married to Suman Talwar, and has two children - Vishal Talwar, Isha Talwar who are also in films.
