Gangapur is a small village ruled by the atrocities of the thakur who controls the whole village. In Gangapur lives Haria a Harijan and a God fearing man whose profession is to burn dead bodies in the shamshaan. Haria has a beautiful sister Tulsi whom Haria loves beyond anything in this world. In Gangapur comes a doctor who also is a gentleman and does not believe in any caste or creed. Doctor Vijay falls in love with Tulsi and agrees to marry Tulsi inspite of knowing that Tulsi is a harijan by caste. Haria is overjoyed and agrees to the marriage the Government of India gives cash award of Rupees 20,000/  to doctor Vijay for marrying Tulsi a harijan girl. On the wedding night doctor Vijay is called to attend a dying girl in another village nearby. He being good soul goes to attend his duty of serving humanity and saving lives. After he leaves Tulsi is alone in the house and there enters a thief who tries to molest Tulsi. She frantically runs for help to the police station. But instead for help she is molested and raped by the corrupt police officer. Doctor Vijay does his duty and saves the dying girl and when he returns back he comes to know about the atrocities committed by the police on her. He goes to the police station and there he is held captive and tortured to death. Haria is furious at the sight of his young sister Tulsi who becomes a widow and he takes a vow when he burns the pyre of the doctor that he will get justice to her sister by burning all those connected with his death alive.
