With the assembly elections over a school teacher is being chosen by his party colleagues as chief minister (J V Somayajulu). One elected MLA Chauadhry, wishes to become the Chief Minister The school-teacher MLA proposes Chaudhry's name but the party colleagues show their disapproval. At this the school-teacher MLA accepts the chief ministership. He makes his colleague Chaudhry the home minister in his cabinet.
Actually, home minister Chaudhry (Kulbhushan Kharbanda) had won the elections on the strength of bogus votes and with the help of money and muscle power of a corrupt businessman Katkar (Harish Patel) dealing in illicit liquor and trade and other dubious businesses.
As the home minister had won his election on bogus votes, the aggrieved opposition candidate Jeevan Ram decides to challenge the home minister's election in the high court.
When the home minister comes to know about it, he gets him murdered by a powerful contract killer Nana (Rami Reddy) and his gang. This murder is noticed by a toy selling girl, Shanti (Juhi Chawla). The gangster plans to kill her. But instead, she kills one of the gangsters.
The girl (Juhi Chawla) is accused of murder. The home minister and the goonda (Rami Reddy) are convinced that she will anyhow be sentenced to death by the court. But she is saved, thanks to police officer Siddhanth (Chiranjeevi) Siddhanth convinces the judge that Shanti (Juhi Chawla) had to take the drastic step of killing her tormentor as she was in danger of being killed. Shanti is acquitted.
Siddhanth, sensing reprisal from the gang-leader Nana, takes Shanti to his house and later marries her Siddhanth and Shanti take the CM's blessings, because the CM was the Good Samaritan who had reared Siddhanth since childhood.
The CM when he was an ordinary school teacher had lifted Siddhanth from a garbage dump. The orphan boy was brought up by the school-teacher until he became a police officer
Meanwhile, the home minister plots to kill the CM. He hatches a conspiracy taking the corrupt DIG (Shafi Inamdar) into confidence. A journalist, Anees (Madan Jain) comes to know of this plot. He goes to inform police officer Siddhanth. But gang-leader Nana kills him before he could meet the police officer.
The police officer comes to know of the murder plot due to a clue left behind by journalist Anees. It is planned that the CM be murdered by offering him a poisoned glass of juice. But Siddhanth frustrates the culprits' plans! He puts Nana's associates behind bars. But on the intervention of the home minister and with DIG's manipulation, Nana's men are set free.
Siddhanth is infuriated at this action. He is agitated at the dominance of the underworld goons who get away with anything. If custodians of law cannot put an end to lawlessness, who will?
Siddhanth then decides to beat the culprits at their own game. He kills Nana's brother a gangster The DIG makes a strong case against Siddhanth on directions from home minister Chaudhry to sack Siddhanth from the police force. But Sidhanth again frustrates the DIG's attempt.
The villains make desperate attempts to topple the CM and to eliminate Siddhanth. They succeed partly getting Siddhanth suspended from police force on false grounds.
The gangsters then kidnap Siddhanth and confine him to a darkroom of the gangster's hideout. They now plot a fool proof plan to kill the CM and get Siddhanth framed for CM's murder.
At a function organised by a school of orphans, the CM is requested to be the chief guest by the home minister. This is a plot worked out by Choudhary (home minister) DIG and Nana to kill the CM. But Siddhanth comes on the scene. He is confronted by the conspirators.
Though badly wounded by the gunshots of Nana, Siddhanth fights back and saves the life of CM, who had brought him up with the loving care of a father Siddhanth departs after doing his duly.
PRATIBANDH is dedicated to those police officers whose efforts have gone unrecognised and unrewarded. But whose deeds will not go unsung.
