Two strangers a boy and a girl, accidentally meet on a Bombay street. The boy is hungry, the girl is sad. She wants fun. He wants food. The y strike a deal. Food in exchange for Fun.  A night of non-stop entertainment for a bite of food. They move through the empty streets, singing, dancing, laughing and enjoying themselves.

But as they are painting the town red, violence has broken out all over the country. Emergency has been declared. President's Rule has been imposed.

Unaware of the crisis gripping the country, they continue their search for fun. The people of streets, the homeless and the sleepless join them in their joyful madness and it soon becomes spontaneous carnival on the streets of the city.

In the meantime, the Don of the underworld has other sinister plans. He has, with the help of a plastic surgeon created a duplicate of the President of India. He plans to kidnap the President and replace him with his puppet duplicate.

The Don lets loose an orgy of violence in the city and even succeeds in the sinister plan. He now can rule the country legally.

But the gang of street people looking for fun find out about the conspiracy. How, inspite of all the terror and violence, they still manage to save the country, is the story of - Oh Darling Yeh Hai India !
