The story happens in a slum in Chennai city. Thangam (Gandhimathi), a construction worker lives with her only son Chitti Babu or Chitti (P. Udhayan). Thangam's lover, Chitti's father, ran away long back, after making her pregnant. Chitti grows up as a rogue in the slum. Fortunately, he meets the owner of an ice cream factory (A.K. Veerasamy) who gives him a job and also makes him study in his night school. The owner teaches him the importance of a mother and Chitti realises it. He decides to support his mother financially by earning on his own instead of making her work hard.
A parrot astrologer Manickam (Prabhakar) arrives and starts living in the slum. Thangam soon gets attracted to him and becomes pregnant. Since this child too should not be fatherless like Chitti, she requests Manickam to live with them. Manickam agrees and moves to her house. He starts showing fatherly affection towards Chitti but does not get favourable response from him. Chitti is possessive about his mother and does not like another person joining the family and living with them. He stops coming home and in anger does not go to work. Manickam understands Chitti's conflict with him and does not want to be the reason for the split between Thangam and her son and leaves the house. Though Chitti returns home, still he does not forgive his mother and continues to be indifferent to Thangam, which upsets her emotionally. Soon Thangam delivers a baby girl at the hospital and dies leaving the newly born in the hands of Chitti. It takes some time for Chitti to realise that his mother has passed away and he has become an orphan. He now understands his responsibility towards a little sister and though the newly born child does not have a father, she gets a loving brother in the form of Chitti, who starts taking care of her. The film ends with the line 'And problems never end.'
