Kali is a ruthless killer who aided by a corrupt Minister, Kripa Shankar, literally rules the town.
Lakshmi is married to Satya Prakash, a practicing advocate of the town. She being an educated lady takes up the job of a lecturer in a local college.
To her utter disgust Lakshmi finds that not only the town, even the college is under Kali’s sinister influence. She turns to her college-mate Police Sub-Inspector Ajar Srivastava to bring to book the rogue Kali for his crimes. However, he is helpless, for none dare stand witness against Kali.
Then Sub-Inspectoir Ajay who had dared arrest Kali is murdered in broad day light by Kali himself when the latter is bailed out by Kripa Shankar.
Lakshmi is present to witness the ghastly murder. She lodges a complaint against Kali in the Police Station. Kali retaliates by stripping her naked publicly in the presence of her husband who is too scared to come to her rescue.
Instead of being cowed down, Lakshmi defies Kali and stands as a rival candidate against him in an Election campaign. Kali with his marauding hordes indulges in booth-capturing and wins the election.
During Kali’s victory celebrations Lakshmi manages to reach the stage and with a silver-axe, which is the symbol of Kali’s Election Campaign, hacks him to death.
Freeing the harried people from Kali’s wanton persecution Lakshmi is arrested to become a big ‘Question Mark’ herself for the law of the land.
