Vijay (Ayub Khan) and Rohit (Atul Agnihotri) the two Petty thieves are arrested by Inspector Ajay (Krishan Oberoi) one of the many innumerable times. This time they come in contact with the right hand man of Pukhraj (Suresh Oberoi) (The Underworld Terror) who promises to give them much more than they can ever think of provided they help him in escaping from the police lock up. They escape but Inspector Ajay wouldn't let them go so easily, Inspector Ajay chases them and in the bargain Pukhraj's right hand man Kanti is killed who before dying shows them the way to Pukhraj. Vijay and Rohit start working for Pukhraj for the lust of money without realising what they actually are going in for Suman (Madhoo) and Kajal (Anjali Jathar) are two conwomen who in turn fool Vijay and Rohit but Vijay and Rohit eventually end up falling in love with them.
Sonu (Kareena Grover) and extremely beautiful air hostess on the other hand has successfully wooed the tough Inspector Ajay into her romances. By now Vijay and Rohit have turned into semi criminals but they still play to leave Pukhraj being unaware that they are into his vicious circle to lead a respectable life on of Pukhraj gives them the promised huge sum by way of their remuneration which is after a diamond robbery from the museum Inspector Ajay is hell bent on destroying Pukhraj. At the same time Pukhraj is all set to terminate the existence of Inspector Ajay being the only hurdle in his flourishing under world business. Before Vijay and Rohit complete the job which will bring them their desired money and before Pukhraj is successful in his dirty plans what Inspector Ajay does and how Vijay and Rohit once again turn into respectable citizens is "Khote Sikkey" all about.
