Shankar (Mithun) in the point of Justice is an out Law. He escapes from the jail and threatens minister Manjeet (Sadashiv Amarpurkar) to kill him for the injustice he had done to the villagers and to his lover Malati (Madhoo). Minister Manjeet takes protection from the police department. DSP Jyoti (Goutami) a daring police officer, gives protection to the minister. Her main motive is to catch the out Law Shankar and protect justice. With great difficulty she arrests Shankar. After the arrest she comes to know that Shankar is innocent and the real culprit is Minister Manjeet. She comes to know how happy Shankar and Malati were in the village and how Minister Manjeet has destroyed their happiness because Shankar has not listened to his instructions as an officer. Minister Manjeet meanwhile tries to become Chief Minister of the state, but his dream is thrashed away by DSP Jyoti.
