Shera is in love with a tribal girl called Reshma. JaggaIs a notorious character. One day he asks Reshmati to sing and dance for him but Reshma refuses. Shera fights with Jagga for Reshma, meantime police arrives Jagga being a notorious character bribes police and Shera sent behind bars for six months. Jagga gives more money to the police and has Shera tortured in Jail. Shera takes a vow to earn money by hook or crock as he becomes aware that money is the biggest force. When Shera comes out of Jail after three months he searches for Reshma but she has already left town. In town, Shera meets his old friend Vijay. Vijay tells Shera that Jagga is also in the town. Jagga’s brother K.K who is the Mafia King in the town and wants.

Jagga killed because he does not want to share the property with him. He is ready to pay a huge amount for Jagga’s assassination. Shera accepts the job, for he is to settle a personal score with Jagga. Next day Shera kills Jagga. When K.K gets the news he asks Shera to join his organization.

Here Shera meets Reshma, who is a dancer in K.K’s five-star hotel. Reshma presuming that Shera ditched her behaves very coldly. Shera gets hurt and tries to drown his sorrow by amassing for money. His lust for money finally makes him a criminal….. a terror to the people at large and leads him on to become the Mafia King by killing K.K. his lust for money makes him a hardened criminal and a ruthless killer. As crime does not pay in the long run…. Shera becomes its victim by losing his life in a gang-war.
