Delhi is the capital of country. Dare Inspector Kishan Singh Bhatti (Dharmendra) has destroyed all the terrorist from Delhi and seeing his daring and success mission the department has transferred his duties in the offence land and big city like Mumbai.

After arriving at Mumbai, Inspector Kishan Singh has started to destroy the activities of the underworld terrorist Dongra (Mukesh Khanna). That time Club Dancer Shilu (Simran) loved Pakya. Dongra knows that Pakya is his misplaced brother in childhood when he has fired the bullets to Pakya, his enemy. Immediately Dongra took Pakya to the Hospital for treatment. Pakya was improved by the treatment and Dongra was happy. Inspector Kishan Singh arrested Dongra by the information given by the Minister on phone. Then Pakya knows all the matters. He succeeds to run away his brother Dongra from the court, and burnt Kali, the son of Minister. The Minister became upset and informed his men to arrest Pakya and Dongra live or dead. Inspector Kishan Singh has arrested Pakya here, and there Shilu informed Dongra regarding arrested of Pakya. Then the men of minister killed one person of Dongra and took out the Dongra and Shilu in the Minister's Den. The minister informed Inspector Kishan Singh Batti his genuineness on telephone and told about burning and killed his wife. Inspector Kishan Singh became very angry, when he heard this matter. Then the Inspector Kishan Singh Bhatti took Pakya alongwith him and destroyed all the activities of terrorist underworld Minister and his son and burning them by performing "AGNEE MORCHA".
